時は2022年。国が人間と怪人の共存を掲げてから半世紀を経た、混沌の時代。差別の撤廃を訴える若き人権活動家・和泉 葵は一人の男と出会う。南光太郎──彼こそは次期創世王の候補、「ブラックサン」と呼ばれる存在であった。50年の歴史に隠された創世王と怪人の真実。そして、幽閉されしもう一人の創世王候補──シャドームーン＝秋月信彦。彼らの出会いと再会は、やがて大きなうねりとなって人々を飲み込んでいく。
